Senior Proposal Manager

Job Location : Vienna, VA

The Senior Proposal Manager is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment. Key activities include developing a compliant outline for all volumes, leading win theme development, developing compliance matrices, scheduling color reviews, updating leadership on progress, leading daily status meetings, motivating and focusing the proposal team, and ensuring each response is both compelling and compliant. The ideal candidate is a thought leader who fosters a positive team environment, can work closely with and report to the opportunity Capture Manager, and quickly adjust to dynamic proposal development schedules and requirements.

 

Primary Responsibilities:

  • Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
  • Work with the Capture Manager to determine author assignments and integrate win strategy, themes, and discriminators into proposal.
  • Lead and analyze RFI, RFQ, RFPs and other bid documents for requirements.
  • Develop the proposal schedule, proposal outline, writing assignments, and compliance matrix.
  • Prepare and lead kickoff meetings and daily status calls.
  • Establish and maintain a SharePoint site for each proposal.
  • Provide advice, leadership, and guidance to authors on all proposal content.
  • Take ownership of the quality of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents.
  • Conduct activities required to successfully perform color reviews, debrief authors, and perform color review recovery.
  • Ensure the high-quality content and appearance of final proposal deliverables.
  • Coordinate and support the production, reproduction, binding, and packaging in finalizing the proposal submission and response processes, if applicable.
  • Ensure timely delivery of proposals that are fully compliant with solicitation instructions.
  • Conduct and document lessons learned and implement actions to improve process efficiency.
  • Manage the development of oral presentations, discussions, and proposal revisions.
  • Support the VP of Corporate Development in creating and delivering training for Business Development and other staff to continuously improve our corporate proposal operations.

Required Skills and Experience:

  • Minimum of five years proven experience managing proposal teams and leading them efficiently in a dynamic, fast-paced environment on moderate- to high-complexity federal opportunities.
  • A proven track record of managing and winning proposals within the federal IT services market ranging from $10M to $100M.
  • Ability to conduct research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • Ability to multi-task and work on multiple concurrent projects.
  • Ability to adapt to various people and working styles under tight deadlines.
  • Ability to work beyond regular schedule hours if needed.
  • Bachelor’s degree in business or communications field, or equivalent professional experience.
  • Possess excellent leadership, prioritization, and organizational skills.
  • Possess excellent written and verbal communication skills.
  • Possess strong editing skills; excellent knowledge of grammar and punctuation.

Senior Technical Project Manager

Job Location : Vienna, VA

Primary Responsibilities:

  • Evaluates complex situations using multiple sources of information filters, validates and interprets dynamic material.
  • Manages and appropriately escalates; delivery impediments, risks, issues, and changes associated to the product development initiatives.
  • Ability to lead and motivate cross-functional teams and interact with all levels.

Qualifications and Requirements:

  • 5-7+ years of Technical Project Manager experience with gradually increasing responsibilities and a demonstrated understanding of Project Management processes, artifacts and tools.
  • Java/J2EE preferred
  • Appian Level 2-3 Certified
  • A track record as a coach, mentor, and developer of talent.
  • Ability to independently manage the operational aspects of ongoing projects and serves as liaison between project management and project team.

Primary Responsibilities:

  • Provide management to staff and leadership to the organization that aligns with the company’s business plan and overall strategic vision.

IBM WebSphere Administrator

Job Location : Vienna, VA

Qualifications and Requirements:

  • Experience with supporting Java/Java EE middleware and packaged applications.
  • Hands-on administration of IBM WebSphere Application Server ND 8/8.5/9 with expertise in installation, support, analysis of logs and performance tuning.
  • Expertise supporting software on Red Hat Linux v5/6/7 and AIX 7
  • Solid understanding of networking, security concepts and databases (IBM DB2 v10.5 and Oracle 18c).
